Not Seen. Not Heard. Not Guilty: The Rights and Status of the Children of Prisoners in Scotland

This research, produced by Scotland's Commissioner for Children and Young People, is about the Scottish penal system and children but organisations or individuals from any country can learn from it.

The report argues that children of prisoners are invisible victims of crime and the Scottish penal system. It highlights, through a literature review of research, desk research and field visits, that the voices of children of prisoner's are silenced as a result of the shame and stigma associated with incarceration. These children are not seen, not heard and - crucially - not guilty. Law, policies and practices that might influence these children's lives are examined. The report gives an overview of the impact imprisonment has on children and the issues they may face, in the context of children's rights. Twenty eight recommendations are put forward in order to promote respect for children of prisoners and their rights. The report's reccomendations were presented to the Scottish Parliament.
